I have never done this but I have removed the idler arm several times in order to create room to do some work. I can't imagine it would take that long and you can get to it with the wheel still installed but hopefully the front end of your Vette will be up in the air with a good set of jack stands???

If you don't run into any problems, you should be able to do it in less than an hour. it's always a good idea to get the wheel out of the way.

I'm not sure if you're joking but supporting a car with concrete blocks can kill you.

Never, never, use a concrete block to support a car. If it crumbles with you underneath, you can be crushed.
