they are decals that can be bought in a kit from several vendors
the problem is you have to by the hole kit from say ecklers for about 1500.00
for the ce I have seen decals for my pace car on a web site where you can buy them seperate but forget the site i will look for it

I have an 82 CE too. Saw this on the Collectors Edition forum for $319 for the whole car It has every stripe and fade decal for the whole car. Check it out here http://www.phoenixgraphix.com/gm/1982cvt.htm
You can also just buy whatever stripes you need
