Default Electrical ground question

What provides the electrical ground for the gauge lights and clock on the center gauge console on a 1973?

They get their ground through the main dash harness.

main gnd under the dash, connects to the birdcage,
the other end goes to the gnd wire on the console.
this assumes/requires the birdcage is properly connected,
to the frame for gnd.

all this this assumes the battery to frame connection is good.

First and foremost make sure all your connections are good, especially your grounds.

The ground wire for the cluster is located in the radio harness. If you do not have the original radio then you need to run a new ground to the back of the cluster.
At least thats what I had to do:

The larger white wire is attached to a stud on the back of the cluster and then attached to a good ground under the dash.
