Default Wiper switch wires...3 or four?

Hey guys, hope your holiday is going well. I had some downtime after finishing my suspension (minus a ride height issue, that's another post I did today), so I wanted to dive into a problem I've had for a while. My wipers work fine (in a sense they turn on and have different speeds as well as wiper spray), but they don't like to turn off. When I switch it to off, they move from the "rest" position (where they sit when they are off) to the "start" position (where they begin to wipe your glass when activated). The only way I can get them to stop this loop is to cut the engine. No matter where they are, they will return to the "rest" position after restarting the engine. I've been told it's a bad ground for the switch.

Here's my 2 questions: how many wires go up to the wiper switch? There are three in the plug, but is there a fourth that is supposed to be screwed down to the switching unit? Here is pics of what I found:

The colors are blue, black w/ white stripe, a tealish color and then the mystery wire that just ends is grey. I don't have a wiring diagram (yeah I need one) so I don't know if that's normal. And what does that grey wire do?

The second question is which wire is ground and where does it ground to? I can't follow it back due to a stubborn dash pad/A pillar liners.

Thanks for your help guys.
