Default Stock air cleaner question...

I noticed that my car has been running rough, I checked my timing and it seems to be ok, however I pulled off my air cleaner lid and noticed that one of the louvers on the passenger side snorkel was closed. I un-plugged the vacuum line at the pancake looking valve and it opened. Is this normal and would it contribute to my car running rough.
Please help...

Those are to help the engine warm up faster and should only be closed when the engine is cold. If they are staying open when the engine is warm, that is a problem. God bless, Sensei

My problem is that my engine will get to normal temp and the passenger side will be closed?

When the engine warms up, they should be open so you get cool air from ahead of the radiator. If one doesn't open and the other does, I would say it is a bad actuator or plugged vacuum line from the temp sensor. Below is a scan of the 79' shop manual on how to check it.
