Can that even be removed? I don't remember exactly but I thought all of the fuel rail pieces were pressed or welded together. If that part is bad you might have to buy a fuel rail assembly. GM dealers would certainly have them and I think there might be some aftermarket suppliers. A dealer would also have the part if it is replaceable.
Iv been reading on ls1tech.com. Seems to be removable and replaceable. Its held in with a snap ring. lots of guys gut them and put the cover back in. I just need the part number now.
They gut it for fuel distribution reasons. Although I think theyve found that it really doesnt do anything. I bought a ls6 intake with rails and injectors. got it in and that part wasnt there. A guy on ls1tech shot me the part numbers

You might have better luck on the C5 forum or ls1tech. I'm sure that there are some C5 guys who have put on aftermarket fuel rails.
a: Yes, as stated, it can be removed (or replaced) with a snap ring. They are non-adjustable unlike the 97-98's which could be replaced with adjustable regulators and also had the better return line fuel system.
b: Unless you are going to be running more then 450-500hp or going forced induction (or just want to change the look) there is no need to remove it. Removing it won't do much good as the hole would have to plugged.
c: If you are going over 500hp the fuel rails and injectors would have to go anyway. You would need a return line system instead of a single feed line and then put an adjustable regulator on the return line to keep pressure in the system. You would also need a hi performance inline or intank pump.
