Can you get needle nose pliers on the end of the key part that is in the lock cylinder? Maybe tried to pull it out while relieving pressure by turning the wheel a little bit away from the tension of the locked steering wheel?
If you cannot get it out I think your best bet is to disassemble the steering wheel and top of the column until you get down to the cylinder so you can remove it and either get the key out then or replace the cylinder.
A lock smith will be able to get it out. They have a little piece of wire with little teeth on it- they stick it in and it grabs the edge of the key and it comes out- they did it for me on a 83 Monte Carlo.
Crazy glue, and the other half of the key. Just place a thin coat on the key edge, press it in and tape it. Come back in a 1/2 hour undo the tape and see if it pulls out. PS Make sure you are in the lock position and it only cost $3.95(for the glue)
Here is a link to a paper that describes how to modify an old hacksaw blade to use as a pick to pull out the broken key bit so you can grasp it with a needle nose pliers. http://jimshea.corvettefaq.com/wp-co...actionTool.pdf

Jim there is supposedly a tool that a locksmith uses to remove the lock cylinder without removing the steering wheel.Have you seen this tool? Pushing that little button seems almost imposable.Of course the ones held in with the screw would be.
You must get the lock cylinder back to the locked position before the key will come out. If you have the other half of the key try putting it in and turning the cylinder to the locked position. The other half of the key may have one of the depth cuts and my be keeping you from turning the cylinder back.
If you don't have the other half and cant turn it back to the locked position you will have to remove the steering wheel and pull out the ignition lock. Once out bring it to a locksmith and they can get the broken key out our just buy another cylinder.
