Default hot fuse

What would cause a fuse to heat up so hot that it burns to the touch but not blow?
I thought maybe the fuse was to big but it is a 5 amp.

Probably that more power is going through than it's rated for and it's just under the limit where it would blow.

What is on that circuit with that fuse?

most likely a poor connection between the fuse and the clip,
poor connection equals high resistance = Heat.

It would also be worthwhile to check the current in the circuit to see what it is really pulling.

also remember when inspecting the fuse clips, Inspect the part of the clip, you see sticking out to clip the fuse, but remember inside the juction box,
the other side of that fuse clip goes to a slide on connector, which can be bad also.
to properly inspect, you must split the fuse panel and check the wiring inside for poor connection. 69VETT

I found a bad connection on the headlight switch that was the reason my lights were not working. once that was fixed the gauge fuse is not getting hot anymore. I did pull it out and cleaned the connectors though so that might have been it.

all my exterior lights are now working and most of my gauges are good. still have to pull the instrument panel to check the rest of the bulbs that aren't working

You we very lucky to find this when you did, it could have caused an electrical fire.
