What is the difference between these two:

The old school one on my 78 has stagared bolts, are there holes for the mini unit, they seem to be in-line with each other?

Usually there are 3 bolt holes in the block. If the starter nose has bolts inline, it goes with the 12.88 inch diameter flywheel/flexplate. If the bolts are staggered, it fits the larger 14 inch flywheel/flexplate. In the case of the aftermarket high torque starter with 4 bolt holes inline, pick the appropriate pair to make it match your flywheel.

Kind of depends on the block and flywheel or flexplate. My 400 has both staggered and inline so either will work for me.
