with all above but a poorly grounded bulb will do the same thing.For the flasher to blink it needs the load of several bulbs-the more bulbs the faster the blinking------less bulbs = slow blinking

I agree with all of the above. Just wanted to add if all else fails: If your charging system is not up to snuff one of the signs of a drained battery is slow blinkers. I had this problem recently. Turned out to be a bad connection to the back of the alternator. Even when running, the car was drawing directly from a weakened battery because it wasn't charging and my blinkers were very very slow. Fixed the wire, charged the battery and the blinkers are at the right speed now.
