So I tore town my 355 and I'm building a 383. This thing, apparently some sort of push rod retainer, was in the valley of the old engine. Anybody ever seen one of these? Do you think its worth transferring over?

looks like a heat sheild to me, held in place by the lifter valley and the base of the intake,
up to you But i say not required fro normal applications
That's a lifter valley baffle. Keeps hot oil from splashing onto the manifold bottom. Also might keep some oil splash out of the rockers.
I used one when I had my PCV valve in the back of the intake. Worth keeping? Can't hurt anything...

Some of those sheilds, in addition to keeping hot oil off the bottom of the intake, had the added little option of keeping the lifter IN place in the event of a valve train failure. That kept the engine from suffering a total oil pressure loss.
The plugs in the lifter valley limit the oil dripping on the crank. If the crank is spinning at 6000+ rpm and oil is running onto it the crank will have to push the oil out of the way. Limiting the oil on the crank will get you a couple of HP in the upper rpm.
