Default brake pedal not returning

if only the camaros brakes were as good as the vets !!! its not on my vet but 71 camaro. after driving for 30 minutes the pedal fails to return all the way to the normal position instead it sits down just enough that the rear brake lights are always on. i thought it was the front callipers so i had them rebuilt. that was not the problem so i replaced the two front flexible lines( they were worn anyway) but that was not the problem. i did replace my standard single diaphragm with a smaller double diaphragm chrome booster a while back but i dont know how a booster would change things or could it? the camaro brake pedal as far as i know does not use a spring to return it, it should just return by itself by the pressure of the booster but i have put one on just to help me out till i sort the problem. the spring helps but doesnt return it all the way and i would rather sort it out then rely on that incase its only returning my pedal and not the actual pads if they were to start dragging. all that is left is the proportioning valve and the master cylinder itself..any ideas?

The booster has a return spring. Put your old one back on.
