Default Windshield trim removal

I need to remove the windshield trim on my 1980 to clean-up the header portion of the frame and put something in to stop water entry. My plan was to get all the molding off, sand the frame, and treat it with POR 15. I get water leakage when driving in the rain, and I don't think it's through the T-Top seal. The only rust on the birdcage is on the windshield header, so I want to get it taken care of. The entire interior is out of the car so this is the time to do it. Any tips on this procedure, or how to seal the area?

My 1980 also leaked at the top of the windshield but, mine didn't have any rusted area. Resealing the area didn't work, I had a new windshield put in by a shop and no more leakage!
