1978 theft relay battery drain

1978 theft relay battery drain
I have tracked a battery drain to the anti theft relay located in the center console, the relay is draining the equivilent of the glove box light not sure on exact amps, but the two were equivilent. Is my problem as simple as replacing the relay? Is the relay capable of pulling a drain on the battery. Any help would be appreciated.

Anti-theft battery drain
99.99% of the time this relay is turned on because the anti-theft horn is not working or missing and system is turned-on. To turn it off, just put your key in the drivers door and unlock the door lock. This turns a switch in the door which turns the system off. Then check your drain and find the horn in the rear driver side quarter panel (up where you can't reach it with the muffler in place). You can leave the relay out if you like.

Not sure about 78, but the earlier C3 alarms had a separate horn just for the alarm mounted behind the driver side rear fender.
The alarm horn relay was in the jack tool box at the very bottom.

there is no horn in any steering wheel.
The ALARM horn, is either above the driver muffler, or inside the driver side fender.
The traffic horn is between the headlights, operated by a button in the center of the steering wheel.
