Tilt/tele column repair

I have dissassembled my 73 steering column to repair worn tilt pins. Before i started job I noticed that the lower bearing had slid out and down column. I also noticed that the shift tube does not appear to be up into the shaft far enough to install lower bearing into its correct location. I need to either remove shift tube and inspect or just try to install tube farther into shaft. Having problems moving tube in either direction and of coruse proper tool is not made any more. Any help please.Dave

Some of should self-correct when you put the base bolts back in You will have access to them after you extract the tilt pins..

Is it possible that the lower collar is not locked into the shift tube...That would keep it from going into place..Just a shot in the dark..
