I just put a brand new 110GPH Holley on my engine. You can move the lever by hand but it is difficult. I think that the larger the capacity, the tougher they are to move. Place the lever against a peice of wood, and hold the mounting flage with both hands as you apply pressure. This should move the lever easier. If you listen, should be able to hear the pump functioning.
