The smog station pressurizes your fuel system to make sure there are no leaks that will allow gas fumes to escape. Main thing they check for is no leakage from the tank anywhere, lines or cannister. Don't worry if you haven't checked/changed the cannister filter, that's not part of the test.
Most cars fail because the tank sending unit gasket leaks, or the filler neck in your case or a cracked evap line.
