I'm planning to remove my luggage rack soon and I'm wondering if there are any helpful tips I could use. I'm guessing I'm going to have to drop the tank to get to it also.

I see no reason to remove the tank. The screws thread into a rubber insert that has a brass nut made into it. As you tighten the screw the rubber insert bunches up under the body panel.
Remove all the screws and then the rubber inserts should pull out
My rack is off but them rubber pieces are in there pretty good. not tried real hard yet just tried to work one out and seen it might be a pain so I havent got back to that yet. some wd-40 might help them slide out better.. its the bodywork you do to cover the holes you need to search for info on. I have been told they will show back up no matter what, I dont know about that but I will sure be trying to find the best possible way when I do it.

The OP has a different outlook. He will be filling the holes on his car anyway , so he can pull the old ones out with more aggression.
In your case 71coupe454 , you could take a razor knife and cut the insert and push the lower part down and let it fall to the top of tank and on to the floor.

Actually I'm removing the rack so I can have it rechromed. Otherwise I like where your head's at.
