76 Restoration Project Help!
Well, like the title says, i'm helping my dad restore a 1976 stingray that he bought about 6 years ago and need a little help.
The old carpet has been ripped out and new carpet is almost done. There's just a few things (for now) that present issues for us. First is a bracket under the rear window. Does anybody know if this is a factory bracket or perhaps the person before used for something?
Second is a vacuum? on the passenger side panel. The 1976 panels don't fit over this item, but the 78 does? I have no idea what the deal is with that.
As always, any information is appreciated! I'll try to post pics later tonight. Sorry for the lack of detail, but the pictures will show exactly what i'm talking about.

That bracket under the window came from K-Mart so yank it.....
And the right side kick panel for a '76 should be cut-out where it goes around the actuator.........
