The Vinyl is stapled onto the headliner, and the headliner is attached with velcro like fasteners. There shouldn't be any glue holding anything in - unless Bubba got ahold of something.
The headliner vinyl is vacuum formed and glued to the actual fiberboard headliner, wrapped over the edges and stapled to the back side.
The headliner is attached to the hardtop itself with the same type of hard plastic velcro fasteners that are used to attach the door panels to the doors.
A sagging hardtop headliner is usually an indication that the velcro has become detached. The hard velcro pieces are riveted to the headliner piece, and can pull out of the fiberboard material if the top has been subjected to excessive moisture, or dissasembled improperly.
Assuming that the velcro pieces are still properly attached to the headliner, you just need to reconnect them to their counterparts within the hardtop itself. Perhaps a vendor will speak up with some installation instructions, but I have always inverted the hardtop on a padded surface to protect the paint, and used a rubber hammer to get the velcro pieces to attach. I believe there are pictures in the AIM that show the locations of the velcro fasteners so you will know where to hammer.
