Vacuum Secondaries
I know they will only open under load, but does that also apply to them shooting fuel? When I open the throttle with the car off only the primaries are shooting fuel.

vacuum secondaries operate under engine vacuum.
if the engine is off there is no vacuum to pull the fuel from the bowl.
there is not another accellerator pump to squirt fuel into the rear like there is in a mechanical secondary carb,
with the engine off the only thing that will be shooting fuel in either type carb is that pump btw
