Default Steering assembly and horn

Thanks to members of this forum I have most of the steering column assembled. Next problem I think I have is when the telescopic spring is suppose to contact the turn signal cancel cam. Three contacts come through the steering lock plate, but one is level with the plate. When the spring is in place it touches the three contacts and also the steering lock plate. I would presume that this will earth the horn and make it sound. Is there a piece missing or am I trying to install it incorrectly? Would appreciate some more help

Looks like you are missing GM part number - Retainer/Insulator #7808385

First responder is correct and that part ALWAYS SHATTERS into multiple pieces just by looking at it. Wilcox will help you with the proper part (a tilt-tele exclusive!)

It is also easily gotten at you GM dealer, without having to pay shipping on such a cheap part.
