That's not a safety or emission thing, why was he looking at that? Is it an emission thing that you don't drip oil?
Modulator is no deal to replace- new modulator with on O-ring on it, pull the vacuum line off, remove the bolt and retainer, old one out(make sure you get the old o ring too!), new one in.
