What is this little metal cylindrical thing for? (where the red arrow points)

It's interfering with the stock air cleaner base on my 69 corvette. Wondering if I can remove this without breaking anything.

Accelerator pump plunger adjustment.....you need it, unless you can fab something smaller as a set scew or spacer.

Thanks.. I think I'll keep it as is and modify the air cleaner base.

There are a few different types of pump levers. One like this would provide more room for your air cleaner base.

Your accelerator pump arm looks like one for A 50cc "REO" style acclerator pump (used on 850 double pumper Holleys.) The smaller 30cc accelerator pump arms can be "tweeked" by bending them inward at an angle to clear the air cleaner elbow assembly (30cc pumps are used front/rear on most 750CFM and smaller Holleys.) You should also take a metal coat hanger and use it to hold your manual choke linkage in the open position, there is a possibility that the choke can be activated by incomming air pressure and cause the choke blade to close at a time when you may need full power but, instead you will be greeted by a significant loss of power and engine stall when the choke blade closes. Hope this helps you out and saves you from a bad situation while driving.

I also think that you have a 50cc accelerator pump. The pump lever shown by Barry's70LT1 is for the 30cc pump. I don't think you can find a smaller pump arm for this kind of pump.
This one is from the Holley kit :

And this one from MOROSO, for Holley carbs, very similar :

I think you'll have to punch a hole in your air cleaner base, and remember that this lever moves !

Here's what I did on mine :
