Default Vacuum Question from aC3 NooB

With my sons reassignment to Orlando I have acquired the responsibility for maintenance on his 71 convertible. My first experience with a C3. So, excuse and not smart references or incorrect terminology.
When the engine is not running the wiper door opens, start the engine the door closes. Does this indicate a bad check valve, a cracked hose, bad relay or something else? The previous owner painted everything under the hood so identifying any hose by color code is impossible.

Any help would be appreciated.

Yes it could be a bad check valve. With the engine running with a pair of needle nose pliers pinch the hose between the check valve and the intake manifold-turn the engine off-if the door stayed down the check valve is bad.
