well i started this problem myself but it was a long one...

The car was burning rich so i adjusted by ear and it worked well no more burning rich but jjust in case i hooked up a vacuum gauge and it was really wierd it fluctuateted really fast just a small amount between 16-20 on the gauge.

just to answer some questions that will be asked i unhooked the vacuum advance and plugged the carb off where the advanced was hooked up.... i used the the vacuum off the manifold i tried reving it up and the fluctuations get faster and more spread apart

IM LOST i thought it was the valves so i tried to tighten ot loosen them and now at idle the rpm fluctuates from 650-780 every 2-3 seconds

fluxuating needle is an intake leak.

and I think the term is Interpret

shouldn't you be taking the vac reading from a port higher then the intake such as the brake booster on back of the carb? fluctuating vac reading "without" revving the car would be a leak

I believe the vacuum signal is the same everywhere the vacuum exists.
