No one else answered so I will give what little I know of smog pumps.
The pump is just that a pump for air. To test for failure it either locks up and no longer spins or its seals fail and it turns but does not produce air.
If you can disconnect a fitting and run the pump/ engine and feel for air pressure.
I my opinion if this is the original pump of 20 + years it is probably in need of repair or replacement.
It justs pump air... Dossconnect the hose leading from it... Start the car and see if it is pumping air... Should be alot of air... if not then its bad...
If it is pumping air then check to see if your diverter valves are good....
Should not cuase any performance problems as it is only for the emissions system....
