Just got done replacing the torn boot on the wiper actuator. The wiper door always did the dance right after starting, now the door pops open, the wipers start to move then go back down, and the door just stays open all the time. It does close as soon as the engine is shut off.
There is constant vacuum to the opening side of the actuator even though everything is off. I have the troubleshooting guide but haven't been able to track this one down. Everything was working OK before the boot tore except for the wiper dance. Seems like something electrical is also involved since the wipers move a little at engine start.
Wonder if the boot was leaking all along masking some other problem before it tore so badly and made it obvious. Thanks.
Hopefully a simple fix - make sure the LH wiper arm is down all the way, then make sure the RH wiper really sits/pushes the relay down as this relay tells the door to close.

Check that the hoses for this relay are not reversed as well
Your wiper solenoid behind the dash might also be stuck open.

Just occurred to me to mention that the wipers were stuck on the windshield recently due to a bolt in the wiper grill that was too long and jammed the wiper first time I turned them on. I think it started doing this current problem since then. The wiper motor got very hot before I realized there was still current going to it even with the ignition off. The wipers seem to work fine now.

The door does close by itself (just as the engine is shut off), so the switch must be OK.
Hey, kunkle, it seems you have more than one problem with your Vette...
Can't help you with this one, I don't have ( and never had ) a wiper door any more

Yeah, just when I thought everything was fixed.........
I've also got another post going, looks like I'm getting a new distributor too..........and new spark plug boots so the old wires will fit it and..............
Aaahhh ! Repairing our Vettes is a neverending story !
But we love them like that !
As much as it pisses me off when something goes wrong, it would be a little boring if I only drove it (not that just that isn't great enough!).
I may have narrowed it down to the stupid wiper switch on the dash. Always been a little dodgy with the switch position and have thought about replacing in the past. Now I realize it has to be in the "HI" position to have everything off, and in the lo or off position for the wipers to run and it only seems to have one speed! If I pull the connector off AND turn the bypass switch under the steering column, the original problem goes away and it only does the wiper door dance like always. I did pull the switch when the wipers were stuck on the windshield due to the too long bolt trying to diagnose that problem- probably sent what was left of a semi-functioning switch over the edge. Either that or it's possessed by evil spirits(more than before that is).
