You left out an important part, and that is to neutralize the acid when finished.
Clr contains mild organic acids, vinegar is also an acid, as is oxalic acid, but they need to be neutralized.
Typically, if the radiator/heater core springs a leak, with the proper GM proceedure, then they were on their last legs anyway.
