I'm going to have the M22 in my '70 freshened-up. Can anyone recommend a shop who does excellent mechanical and NCRS-level cosmetic work?
Trans works fine, but the whine is EXTRA loud leading me to believe it's not correctly set-up, also has a slow fluid leak from the main case / tail housing seam...

Try calling Corvettes of Auburn and ask for Dan. If he doesn't do it, he will know who to contact. He does NCRS-type restorations.
Since you have a ZR-1 you should talk with Dave Herlinger at Corvette Repair (corvetterepair.org) as he is a EXPERT on M-22 Muncie transmissions. I know freight might be a little expensive to California but his work is second to none.

Interesting idea. I used a Monaco Orange '69 as partial trade for the ZR1. The car was an L46 from Cupertino CA by way of Mann Chevy in LA. The previous owner had Dave do all the work on the car - had thousand$ in receipts from his shop. Worth a call.
