The dynomat might help a bit, but none of the rest of your list will. Insulating the pipes and floor are about all thats going to help, other than making sure the vents close
Check threads on heater core shut off valve. One way to check if you are getting heat from the heater core when heat is shut off.

Put reflective insulation on the underside (outside) of the floorpan, trans tunnel and firewall. This reflects a significant amount of heat before it gets into the fibreglass body.... then a good internal insulation barrier under the carpet helps reduce it further from entering the cabin.
Here's my underside, using 3mm fibreglass matting which has a reflective aluminium surface layer.... purchased from a trucking supply shop. Used extensively to reduce heat in turbocharged apps.
Material is rated to 950*F..... I used a high temp silicon adhesive to bond it to floorpan.
Before I installed it, after 15 minutes it would become unbearably hot underfoot in summer time.
I now have no problems with 2 hour country drives even on hottest days. The A/C actually provides reasonable cooling effect now.
81 Vette w/AC 4 speed manual, Pull your glove box insert out and check the end of your cable when sliding from Hot to Cold, there is a mechanical contact that closes your vents at the end of the cable. Mine was not making full contact until I adjusted the cable, cool as a cucumber now.
