If someone pulled the console they may have reinstalled it without replacing the terminal connection to the lighter. I would pull the console. If nothing else, with the console out you can check the wire in the connector for voltage. At least that will give you a direction to look.

Lets not forget power ant and power locks for a later production but it doesn't sound like the fuse is the problem.
This is where a 12 v test light is your friend. Touch the center contact at the bottom of the lighter socket--if it has power then check the side of the socket for ground. 15 seconds
Is it the actual lighter you want to work (might be a bad lighter element) or are you using the lighter for powering something ?
