Wondering what the function of the part in the pic is. Not the bracket that holds the column, but the rotating part with the cotter pin in front of the bracket. Still waiting on my assembly manual...

That is suppose to have a cable that attaches to the trans to stop you from being able to shift it out of Park (for auto) or out of gear (for manual) unless the key is in the run position. Also known as the column lock cable.
If it rotates down you will not be able to turn the engine off.
Got the column out now, is it removable, or is it connected electrically inside the column? (I won't be able to look until this weekend)
It's all mechanical . The cable goes down to the trannie and locks it in reverse when the ignition is locked. Gotta put the trannie in reverse to get the key out.
