Default head light panel repair

I have a 78 in my shop and a problem I see quite often is the panel around the head lights is coming off of the mount. The question I have is to any one that has repaired this or had it repaired, how was it done what is the best way to approach this?

I had fixed it once on a different vett by pulling the lights and putting panel bond in between the mount and the panel than drilling holes and countersinking screws in than doing body work over the top but after 3 years there are divots where the screws were

clean up the header bar or replace it with new after painting it with epoxy paint. Glue it in place with panel bond, should hold for years. Most of the ones I have seen fail are due to rust. When you look under there you see glue with rust stuck to it. Stop the rust and it should last.

Use Duramix 4178 metal bonding adhesive. I glued the bar on my 71' 3 years ago and haven't had an issue. The stuff is made to bond metal to other material. Clean and sand the area as best as you can (the cleaner the stronger the bond).
