when i shut off my car i hear a vacum leakdown from a hole located on the underside of my master cylinder close to the booster. is this a sign that my booster is leaking?
If you pull the nuts off that mount the mastercylinder and pull it forward with the lines still attached, you will see this seal. Probably the seal is worn and the rod is rust pitted causing your vacuum leak.
PS. You won't find a new seal at the regular parts places. If you contact a rebuilder, he may sell you just the seal, it's a lot easier to get a new booster.
