OK I now have high, med and low on heater and vent. As soon as I put on the AC the fuse blows?? I pulled the fuse out and got a flashlight. Looks like the fuse panel has gotten hot at some time.
Started tracing the AC green wire passenger side. It makes a T - one goes to a switch (high pressure switch on AC line?) and one goes to the front of the carb (idle stop?). Then out the other side of the high pressure switch to the compressor and the gound to the bracket. I really don't see anything wrong with the wiring but it has been messed with?? I cleaned the ground wire, just in case it wasn't grounding. Still blew the fuse.
I am concerned about the fuse block now and would like to pull it off to see the backside. I took out two bolts but can't get it loose.
1. What could cause the fuse to blow out on AC? I assume it is shorting out?
3. Am I missing something trying to get the fuse block loose?

I would start by disconnecting the two wire connector at the A/C compressor and the idle speed solenoid. If your fuse still blows then I'd say you have a short to ground somewhere on the light green wire that feeds them. If ok; then reconnect one at a time to see which one is shorted out.
You guys were right! It was the idle speed sensor. The connection to the sensor is really loose, almost broke feeling, so I will order another one.
I cleaned the connection on the fuse block. I noticed that I could get the high to work intermitently, so I wiggled the fuse and it would work. After I cleaned it, I had all three speeds. AC is working too. I have one happy daughter.
Now I am rebuilding her carb. Found the idle seat was connected wrong and not seating? No wonder I couldn't get it to idle right. It's a wonder it ran at all!

So what would you do if the compressor has been removed by a previous owner, and the pigtail is hanging in mid-air, not attached to anything? Will that also make the blower not operate properly?

No, that would not affect the Blower at all. Here is an annotated schematis of an 81, it will be prety close to a 79 I think. As you can see, the electrics have a different path from the switch than the blower speed control resistor.
