the last 6 on my vin are 401601. I have a 6 hole luggage rack on my 76, so I know it is a low production number, but does this 401601 mean mine was the 1600th or 1601 produced that year?

Production started with S/N 400001, so yours is the 1600th built and coincidently the second to last for Aug 1975.

The luggage rack was not a factory accessory in 1976, dealer or owner installed only.

Does it really matter that much?

Your car is the 1601st 1976 Corvette assembled and is the next to last car built in August 1975. #1602 was the last August build.

New model introduction was probably mid-September, so your car would have been about two weeks old when the "new" 76 Corvettes went on sale.
