With the ignition on I have 12 volts on both red and orange going to the distrib. But no spark.

Really simple. Green is tack, Black is ground,
Looking at the MSD wiring diagram, 12 volts on both wires is correct when there are no dwell pulses occuring. It appears that the module is not toggling/switching the coil C- terminal (assuming that the C- terminal was a steady 12 volts during cranking).
Something electrical/mechanical appears to be wrong downstream of the C- terminal.
