The car was painted as a black car during its route through the paint booth and bake system. Afterward, it was moved to a special "processing" area where the lower portions were painted silver. You can tell by looking at the seams where the paint merges and at door jambs, hinges, etc all of which are black.
Your best bet for the red/silver striping is the decal kit which are produced using the original GM specifications for both color and width. And you have the advantage of better products than those used in 1978. Phoenix Graphix sells the decal kits.
"hunt4cleanair" is an expert on these cars and having been an owner of one I can tell you he is 100% correct. What I would suggest though if you are trying to correctly repaint a Pace Car is took look at some "original" examples. There are plenty around. This way you can see what he is talking about with the door jams, paint tape lines, and stripping tape. The 2 toning on these cars was far from perfect by todays standards.
