GM's Chevy Power book recommends 50 ft-lb. I'd never use 65 in an aluminum heads for fear of stripping the threads unless I had a large supply of heli-coil inserts.

Permatex #2 for me - you might - no, will probably - need to shift the pushrod guide plate's position to align the rocker tips with the valve stem - I'd rather not have the stud be locked in place.

Yes, you can use permatex too. Loctite 569 takes to time to harden, about 30 minutes, so it's generally more than enough time to set the guideplates, pushrods & rockers.
