I had the same problem recently, put simply, you dont, you need to remove the cruise control unit and maybe even the brake booster, my pump didnt work so I opted to buy an in line pump for $15 from my local auto store, cut the hose near the old pump and put it in line, connected the two wires from the old pump and it works a treat, looks a bit daggy but who cares, no one can see up there in the wheel guard anyway and I now have clean windscreen.
How do you get at the window washer tank and pump on a 1978 Vette?
I’m assuming you believe your pump motor is bad.
With ignition switch on did you test for voltage on the yellow wire at pump?
Yes you can remove the pump motor without removing reservoir bottle, but let’s make sure the pump is bad first.

I have a red wire and a white wire going to the pump I checked the white wire with the key on and had power in it,but the pump does not run.

Sorry I was using wire colors from my 77.
This is how I reached the pump inside reservoir;
I removed the neck of the bottle; the neck and bottle are 2 pieces, at least on my 77.
Using black electrical tape, tape deep well 1” (If I Remember Correct) socket to a universal swivel extension, then tape a long extension to other side of swivel, tape connections so they don’t uncouple..
Remove filter nut, what fluid inside reservoir, well you know.
Hardest part is aligning the pump threads with the filter nut when re-installing pump. Loosely tape filter nut to socket tight enough so that the filter nut will not drop out of the socket, but loose enough that you can pull socket off filter nut.

I have always said, early on some backyard mechanic ran away with a GM engineers wife, thus the revenge started there.
