Headlight vacuum question....????

Headlight vacuum question....????
I have ONCE AGAIN....verified all vac hose routing.
Wiper side seems to work OK...
Start motor..
Turn on headlights, both come up...
Turn off headlights, both go down...
Turn on headlights, driver's come up, passenger's stays down...
Try to manually pull passenger's up, it is being SUCKED down by the actuator..aint coming up without pulling a vac hose.
So...the passenger actuator is DEFINITELY holding vacuum, I have NEW relays, but tested system with old relays and the same results (so much for $80 for 2 new relays!)
With passenger headlight side pinched off (all 4 hoses) the driver's headlight works fine...Now I am not a smart man... but seems there is something going on with that side of the system...
All hoses under the dash are routed correctly, though I havent pulled the dash to look at the headlight switch yet.
Thoughts?? and I know this has been beaten to death in the last 50 yrs...
