I've got a 1980 with a noisey speedo cable that is really bad
when it's cold outside..... in the summer, not so bad.
My question is can the inside of the cable
be removed without taking the whole cable out of the car?
I really don't want to remove the dash
It has cruise control, so there are 2 cables.
The inner cable will come out of the casing, but it needs to come out at the dashboard side. You will need to disconnect it from the gauge, pull the inner steel braided cable out and apply white lithium grease to it.
i went through all this same procedures for my 79 w/ Cruise. the cruise transducer was just worn out, to get things quiet again, for less $$$, i bypassed it and installed a single cable from transmission to speedometer. operation is quiet and needle doesnt bounce around. i got the cable at orielly auto. (in stock)
I agree with speedreed8 that a bad cruise control transducer can cause your noise, but it's not all that hard to check & lube the cables before you bypass/repair/replace the transducer.
Don't need to remove speedometer-tach cluster to lube the long cable from the transmission to the transducer. Removing the windshield washer bottle neck eases access to the transducer. Disconnect the cable from the rear of the transducer, pull out the inner cable, check for kinks, lube it sparingly with white lithium grease, reassemble and drive.
If you still have the noise, then go after the short cable from the cruise control transducer to the speedometer. Shouldn't have to remove the dash to remove the speedometer-tach cluster. Look here:
That article says to remove the steering wheel before lowering the steering column, but I've lowered the column and removed the speedometer-tach cluster without removing the steering wheel so you may want to try that. It's also easier if you remove the driver's seat before lowering the column.

My cruise started to only work intermittently about the same time as the noise started and I didn't realize that the two could be related.
