Your 1976 Saginaw power steering pump has a interference fit pulley.
You must use the correct tool to remove the pulley. Otherwise you run the risk of bending the pulley and also damaging the parts inside your power steering pump. The special tool has a collar that will match the groove on the pulley hub. Also the tool will have a center bolt that will react against the pulley shaft and draw the pulley off of the shaft without putting stress on the pump.
There is also a correct tool in order to assemble the pulley to the pump shaft as well. You usually can borrow the tools from the major automotive stores for no (or a slight) fee.
