My steering wheel seems like it is not stuck in place. I can freely move it up and down parked and when driving. Im guessing a bolt or screw somewhere is missing on the tilt portion. Steering is fine and I dont have any other play except up and down.
Here is a write up that should help you solve your problem. My steering column had the same issue. There are 4 bolts deep inside the assembly that were loose. I used this guide to disassemble the column and tighten up the screws.
The above paper describes the disassembly of a Saginaw tilt column. Tilt columns are similar to Corvette tilt and telescoping columns. However, there are some basic differences.

If the problem is the four support screws loosening, I would suggest that you remove the steering column from the car in order to gain better access to the column parts as you disassemble the head.
