A friend of mine is looking at a 1968 Corvette with a "CE" engine block.
He is wondering if it is a correct Corvette replacement engine.
Here are all the numbers -
block casting # - CEYZ23955212
block assembly date - A88
engine pad #'s - T11T8JU19J163799
vehicle VIN# - 194678S410122
The VIN # on the pad doesn't match the vehicle VIN #. If a dealer replaced the original engine, didn't they stamp the correct vehicle VIN # on the pad?
There is virtually no way of associating a CE block with a particular car outside of photographs taken on the day, sworn in blood statements etc.
The CE numbers are non-decipherable beyond what year it was assembled in. The number quoted above CEYZ.... is neither a casting number nor a CE stamping format that I've ever seen before. Got some pics?
For this and other reasons CE engine cars are generally treated as NOM cars. Not that there's anything wrong with that.

Are you sure that the "1" is not a 7 which would make it 3955272?
This would be a desirable engine for someone missing it from their Chevy..... Can you post some pics.

You're doing an excellent job of confusing the people that want to help you.
The CE designation will appear on the engine stamp pad, but nowhere else of relevance. If now you're saying that there's:
T11T8JU
separate from
19J163799
on the stamp pad this is a different story. It's not a CE engine. The T11T8JU is the engine machine code and is possibly T1118JU. Engine was built in Tonawanda on November 18 and 19J163799 is the VIN derivative from the car this engine came from. J is the Janesville plant but Camaros were not built there nor were Corvettes, so this points to the Chevy II possibility. 19 before the J is a Chevrolet built in 1969.
The casting number is probably 3955272 which is for a 396, and the casting date might be K88, not A88.
