I'm thinking about 28.8" tall rear with 26.5" tall front tires plus a chin spoiler. I'd also like any advise anyone has to keep this thing safely on the ground.

Just so you're aware, the Pace Car dam & spoiler kit are sound functional designs, but if you go with an OEM my experience is you'll have to brace the dam to keep it off the ground if you intend to do any real speed. Don't expect that much of a difference below ~100, but by the time you get up to ~120 you should notice a growing improvement in how you can take high speed sweepers (assuming everything else is in order). Not condoning you breaking any laws here.
Another thing you ought to do is lower your ride heights to Chevy Power specs with a little rake dialed in (don't get rediculous or you'll screw up your CG heights and suspension geometry). Also, to keep from upsetting your car's aero balance front to rear I wouldn't suggest going with only a dam or spoiler separately.
