Default 81' High/Low Beam Problem

Pull the headlight **** out, both lamps pop up but only one low beam light comes on. Pull the turn signal arm back to go to high beam and all four lights come on. Is it in the multifunction switch? How ugly is it to remove?

Thanks for any advice.

One of the low beam filaments is burned out or a bad connection on the tan wire at the bulb.
Each low beam bulb has 2 filaments inside one for low beam and 1 for high beam ,thats why in high beam mode the bulb lights up.

I didn't think of the two filament set-up! Nor did I put a meter on the connector. Thanks for the tips, I'd rather replace that bulb or clean the connector than replace the switch.
