Tilt column. Common problem. The lower tilt bowl is loose. There are 4 screws down in there that sometimes loosen. Problem is to get at them, you just about have to tear the column apart to the dash panel. Instructions can be found at:

so if i am reading this correctly i use a wheel puller/harmonic balancer to get the hub off of the car because the parts store gave me a dirrerent tool that they said needed to depress the hub to take some kind of clip off needless to say thats where i got stuck because that tool didnt work.
There are two special tools. The first is a simple tool to pull the steering wheel hub from the tapered seat on the upper steering shaft. Just make sure that you are square to the hub as you pull.
The second tool bridges the upper steering shaft and compresses the locking plate so that you can remove the C-Clip. There is a fairly heavy spring pushing the plate toward you. You also need to install a 5/16-18 set screw (#20 allen screw) down inside the upper steering shaft so that it locks the upper shaft from telescoping as you compress the locking plate.

Here is where you have to get down to. See the bolt heads that are star shaped. There are 4 of them and they do come loose. Get it down to here and tighten these down and it should remove all the slop.

k will when i tried the other day this is what i got i took off the horn cap un screwed i think 3 screws holdign the horn assembly in then i took i think 6 screrws out of the steering wheel and that let the wheel come off along with the metal cover behind the wheel leaving me with a nut with a little clip above it poped clip off with a screw drive then removed the nut that leave me with a big circluar metal block with the horn spring in it on a telescoping shaft couldn't figure out how to get the metal piece off think its refered to as a hub i applied that second tool the one the part store sold me and tried to remove it with that when i was tightening the wing nut on the tool i ended up breaking the nut and the hub never showed any sign of budging
