So, just a quick question :

What is this kind of lever on the steering column for ?

even though not used on this car it is for other GM column shift cars.

Lockout cable on the manual trans car. I believe it works by you placing the trans in reverse and then turning the ignition to "Lock". The car now cannot be placed in Neutral and moved.

So, do you think something is missing, like some cable and housing, or do you think the car was already like that when it came out of the factory ?

The cable is missing. Fix the lever up,if it falls down you won't be able to get your key out of the ignition.

On my 76 it was used with a automatic trans (TH350) to lock the shifter in park when turning the swith off.
Was giving me some headaches when changed to a TH400, so the cable is not there anymore
